Added minimal support for 1.13. Everything works except for mapping. Anything that is not working in 1.13 yet has been integrated into the capability system (use /react capabilities) to see what react is "capable" of doing while on 1.13.

Also, sorry for the wait for 1.13 for those of you who are already working towards 1.13. This update does not make react do everything it could do in 1.12, but it does make it usable. Further updates will re-add support for mapping and fix any...
