1.20 and mod integration

I’m not a coder or anything but wouldn’t 1.20 skyblock allow texture pack integration from hypixel for the server? Also I’m pretty sure mods could be built into game code right?

If it’s possible y’all think hypixel would ever work with the makers of NEU or SkyTils to make them integrated?
