A bunch of strange profiles spamming ah with Filet O' Fortune for 60k. Am I just missing something or is it some exploit?

I noticed a lot of Filet O' Fortune on ah for 60k each. They cost 100k at NPC, and normally I see people flipping them on ah for some profit, almost never selling at a loss. I didn't think much of it - probably someone bought too much and trying to sell quickly. I bought a few stacks, one at a time, planning to buy out all the cheap ones, then it struck me that its strange that I can't seem to buy out all of them.

I looked closer and noticed its about 20 accounts just spam-placing 60k Filet...
