A new Skywars server?

Would it be possible for someone to build a Skywars dedicated server and have it gain players? Specifically Hypixel's playerbase could move onto it. Hypothetically it would be updated to the needs of Skywars players, unlike Hypixel's developers who don't really care about the game anymore. Skywars is a great game and Hypixel is killing it right now
