applyImageResponseHeaders does not use same behavior with display image

Hi,

Currently, display image its check if the image safe to display inline with container predefine so if there is any add-ons add new types into inlineImageTypes. It's well with display attachment image but with XF\Proxy\Controller::226 it seem hardcode.
