Avoiding delay in usergroup promotion

We are trying to provide a service that requires an agreement to the rules, For this particular service we would like the user to be able to activate the promotion immediately.
If we associate the promotion with a preference selection in the profile, it does not take effect until the background cron job runs, which can be up to an hour.
If we make it a paid upgrade, it must have a transaction associated with it and a payment provider.
