Basically just /testforblock (or "/execute if ..." in 1.13+). Compares a specified block to another block at XYZ (could also be switched out / have a variation that checks what block the player is facing towards?) and returns true or false based on whether or not it matches.
This alone would allow for stuff like connectivity between redstone systems and housing functions to become possible, and would minimize the amount of regions required for certain tasks to be pulled off.
