Can any body make me a custom codded smp plugin for my up comming smp

I will soon start a minecraft anarchy pvp smp but i need a good twist containing a custom plugin i got an idea but i need someone to code it so if theres any minecraft developer that got the and wanna have a litle fun then type in comments if youre interested plugin description/idea

i want a plugin something similar to lifesteal, when you die to a player the player who died will lose a heart but the player who got the kill will not gain a heart. Instead the head of the killed player would drop on the ground. this head could then be used in a recipe to craft a heart. this recipe should be easily customizable in a readable config. In the mentioned config there should also be options to change the amount you lose per death & if natural deaths loses you hearts/drops your

There might be some more so but will you if wanna code it for me
