Cannot import database ERROR 1062 Duplicate entry for key 'xf_user.username'

ERROR 1062 (23000) at line 7089: Duplicate entry 'Zerø' for key 'xf_user.username'

It won't let me import the database because it says 2 users have the name
In reality only the first 4 characters are the same. Why does it stop checking there? Something about the ø character? Maybe it shouldn't be allowed?
