Change my mind about "duels toxicity" (the problems with RAU and public shaming rules)

Toxicity isn't THAT bad, yes it is preferable if it isn't a thing, but the way hypixel (not just hypixel but most gaming based sites or organizations) have tried to stop it does nothing but hide the problem and deepen its roots. Rules like RAU and Public Shaming just allow people to get away with stuff more easily. It's hardly effective at best and causes problems at the worst.

So let's take a step back and look at what causes toxicity in the first place, why the simple seeming solutions...
