Deployables should priotize their owners before other players

Today in a crowd Backwater Bayou lobby, I just found out that my SOS Flare did not provide any of its buffs at all. The lobby had 15 players around the middle of the island and no matter how many attempts I tried to place the flare, I still did not get the buff! Therefore I want deployables to always buff their owners first. Additionally new deployables should not override those similars that were placed before.
