Dev + Plug-ins needed

Urgent! I currently run a 3000 member Minecraft Football League, We have highschool, college, and NFL.

We just transitioned into new ownership and new server and we are looking for a plug in that will automatically place carpets wherever a player lands after 3 hits (to indicate the spot of the foul) with some other things but nothing crazy.

We also wanted to know if it was possible to have a streamer in the server like a robot streamer that can cast to our youtube channel when needed.
