does the ender bow work on dungeon bosses?

the ender bow does 10% of the entity's health as damage so if this worked on dungeon bosses like necron u could deal like 100mil damage? the item is worth basically nothing and it only costs 50 mana to use the ability with a 45 second cooldown, this could probably be really op lol
