Draconic Sacrifices should charge Thunder Bottles

Basically all other sources of lightning (Except lighting runes, which should stay cosmetic) charge empty thunder bottles, so it would be great to add for consistency. A whole load of charge is required for a max talisman, and a niche buff for the draconic alter would always be welcome. I think around 15-75 charge depending on the item would be fair, possibly even more.
