From what I've seen on the AHN so far (about nether update), it seems as though they intend to add the new armor item slots (gauntlets, necklaces, cloaks, belts).
I don't think dungeons should be ignored, and if the new equipment pieces are useless in dungeons, then they'll lose some potential.
These pieces of equipment will be dungeon equipment and will give stat boosts while a dungeon.
My ideas:
Shadow Assassin Cloak:
Blends in with the shadows
Stats: +25 Spd, +15 Str...
