Enchanted books above vanilla cap

Is there a plugin which would allow my players to add enchantments above the vanilla cap to their items? I want to give out higher level enchanted books to them (ex. Protection V) as a reward, but I don’t want them to be able to acquire these enchants by combining books or the enchanting table. Any suggestions are appreciated!
