FPS drops to zero for no apparent reason

I play skyblock (1.8.9) on two separate computers depending on where I am at (at home, not at home). I have the same setup for mods (skytils, neu, sba, optifine) on both computers and similar specs on both computers, but for some reason the computer I use at home (ryzen 2600x, rtx 2060, ethernet, 16gb ram) has a consistent problem where it will drop from 100+ fps to 0 for up two about 2 seconds. this doesn't seem to be related to an area or anything happening on screen, as I can literally...
