So I was doing what I do best (sandbagging in 1v1s) and I thought to myself "how do we 'balance' Shoop in the funniest way possible" (cause he sucks)? Within moments I realized that if RTL's cooldown resets on hit, not only will the character have the ability to play the game against most of his bad matchups (except shield he's just as screwed against shield), but it rewards him for playing EVEN dumber than ever Shoop player (all 2 of us) plays him now.
