Hypixel housing is just a compilation of pvp, parkours and free builds. For PvPs there is no such difference between each housing, parkours just change the "theme" (example: squid game parkour, beach parkour), and free builds, don't even need to describe the anarchy and lack of moderation.
The only way I can think of Hypixel saving Housing is to give the players more freedom to do stuff. More custom features, exclusive housings (e.g. 1.17 only housings) and more features to enhance housing...
