How is Rng calculated

For context i know some games are coded with both to be balanced i just want to know the players opinions since more people seem rng carried.
only error with the profile generation one is it cannot account for the event rng items where its a global chance to drop for anyone i.e divan's alloy i think drags fall onto this category since the math with them is a bit complex since its weight and other factors. again i just want to see what others think
