How to allow only specific players to use veinminer

Hello, I would like to know how I could make it so that only certain players in my minecraft server can use the vein miner plugin, and by default everyone cannot use veinmining. I think this is possible using a permission plugin like LuckPerms but I'm very new to this and I don't know how. Thanks
