How to setup an admin user?

I created a new user with primary as administrator. It shows admin next to his name but the admin link at the top of the forums didn't show up for him. I went in and manually turned on permissions and the admin link appeared, but when he logged in, Tools was the only option in the navigation. How do I set him up as a normal admin?
