How to use 'Inspect' or 'F12' to find what I'm trying to style?

If I find an object in the webpage that I want to style, can I use Inspect of F12 to discover the name of the template it's located in? Or the CSS that's styling it?
I'm sure it's possible but I'm getting confused on what to look for in F12. I'm using Chrome but have all the browsers.

As an example, this screenshot is what I get when I right-click my user-avatar here and click Inspect.
How do I translate that into the template and line that needs to be edited?
