Humanoid Ruler (Drowned Shards) Bugged?

I find that Humanoid Ruler is completely bugged. I've damage tested against most unique dungeons enemies (cryptlords, bonzo, terracotta, etc.), the player sized undead mobs and bosses like Revenant horror, ive went into crimson isle to test on Barbarians, mages, machos, player sized bosses, no dice. I believe it is just bugged. Same damage regardless of if I have the perk turned on or off to the decimal.

Any additional findings would be appreciated.
