Is this utility client allowed or not.

I recently found a mod on modrinth https://modrinth.com/mod/asteroid

Now, I was wondering if this would be allowed in hypixel, It's not a cheating client, modrinth wouldn't allow it.
But I'd rather not take risks with watchdog saying how asteroid according to the creator is a fork of the meteor client without all of the cheats, and anything that might be considered unfair only works if you're in singleplayer or have operator.

TLDR: Is this utility client allowed on hypixel.
