I think the admins should implement a "core" simelar to the judgement core, witch is dropped from a T3 E-Man boss (pray RNG). (And up the requirements to use the Bow to eman 5)
The core can then be combined with a Juju Shortbow for the bow to actually work.
If a Juju doesn't has a core initiated it will show a big red Text that there is no Core initiated.
I think this could be a relatively good way of balancing the juju, so it acctually requires some skill to use it.
