Killstealing is a major problem!

I have noticed that Killstealing has become more and more of a problem, to the point it can hurt the experiences of other players, including myself. I have a suggestion on how to fix this. Why not make it to where, for non-boss enemies, players who aren't in your party or co-op can't attack a mob you just attacked for 5 seconds? (Sorry if Other isn't the right prefix, I don't know if this belongs in Balancing or not.)
