Limit amount of threads in a node

Would love an addon that sets a limit as to an amount of threads that can exist within a node at a certain time; e.g. if there's a limit of a maximum of 10 threads in an announcements section and there's already 10 threads, if someone attempts to post a new thread it will block them from posting it.
