Notice criteria

I'm trying to display a notice on the forums home page (the one that lists all the forums) to guest users (whether or not they have accepted cookies). Ideally I'd like to display it on individual forum pages too (the ones that list the threads) but I would settle for just forums home.

If I set page criteria > content template to forums_list and display only to one named user, the notice appears on forums home. So then I remove the 'username is' and check the box for 'user is guest' instead...
