Notification Flag turning itself off

Immediately after the upgrade to 2.3 a moderator informed me that the red flag that pops up next to the notification bell turns on and off without any input from him.

This is what he is experiencing:

"I noticed my notification bell icon blinks red, then off, when I have new notifications. It should stay red until I click to check it. I am using Firefox on my phone."

"The flag stayed on once. Now it flickers on then off. I tried logging in again but it did it right away"
