Paste of image inserts [IMG]URL[IMG] rather than upload/attach

This happened awhile back and was the behavior was changed.

I'm using chrome/chromebook - latest build, updated yesterday to Xen 2.2.12

When I copy an image using the context menu, and paste it into a post,

tag is embedded. This can be seen here.
