Permissions: What does "0" mean?

I have a question about permissions:

I realise with inherited user groups that "no" means that the property is not redefined but inherited. But what does "0" mean? For example, is the size then actually =0 or is that also inherited and the size of the inheriting group is taken over? Does a smaller number therefore overwrite the number of the inheriting group?
