Pesthunter Artifact

I recently got 250 pests (yes ik this isnt hard at all), donated to Phillip and i got the pesthunter artifact as well as recomb'd like I always do for talismans, but when i put it in my accessory bag it didn't give any mp and still wont, despite me doing numerous things to fix it. Others are saying it gives mp no matter what as well as the previous versions, is there a fix for this or am i just missing something obvious??
