Plugin idea to keep worldsize small

How about a plugin that every minecraft day (or 2 to balance it) delete a chunk for each player on the server (least played only so as long as you have played a decent amount of time at your base before leaving it wont get deleted as bad chunks explored by other people would have less playtime). Empty dimentions would not get chunks deleted so end and nether would get less new chunks (ofc unless every one goes to the end at the same time) A drastic config option could be changing the seed every time a chunk gets deleted (not sure if its possible w/o restarting) so the new ones are easy to find and are worth exploring.Could be a nice idea for a chaotic multiplayer server. If you make this hook me up.
