Plugin that replaces Blocks

I need a plugin for 1.16 that will for example replace all grass, dirt and stone in loaded overworld chunks with endstone. I don't know how to code it and I can't seem to find one. Anyone know a plugin that can do this? I can't use world edit or /fill as I need this for a 2000 x 2000 block radius. Any help would be greatly appreciated!
