Question about the necron versus fb debate

People say fb is better then necron at cata 45+. Personally, I think fb is drippy af and worth it to use below that, but it’s recommended to use necron till then.

But here’s the thing: apparently the reason fb is better at higher cata is because of a certain perk that the leg blaze pet has. Its the one that doubles hpbs.

So here’s my question:

Is that the only thing that makes fb better than necron at high cata? If so, why couldn’t you just use blaze pet + necron? Or is there other...
