Question about the Pendant of Divan's 'Legacy' ability

I finally started looking into mining equipment and what to use and now I'm pretty confused about the Pendant's tiered ability.

Since neither wiki says anything about about it beyond parroting the in-game description, I'm wondering if I'm missing something obvious
like it being connected to the Divan armor set (though that doesn't seem to be the case) if it's a more complicated bonus (like monster hunter/raider)
or if it's just a prank by the admins akin to the Rift mountain top.
