Repeated new thread notifications for the same thread

The approval queue can interact poorly with new thread notifications.

1. If a thread is sent to the approval queue due to content checks
2. The thread/post is approved by moderators.
3. The first post is edited, this can send it back to the approval queue due to content checks

Each time the thread/post is approved, this generates new thread notifications, which are decidedly unexpected and unwanted for those watching the forum.
