Resource Discussion Thread Setup

I'm trying to setup resource threads so when a user uploads a resource, it creates a discussion thread. However, I do not want users to be able to just open any new thread in that forum, but only have it created when a resource is added.

I created a discussion forum, then set it to allow new messages, but not sure what to do with the permissions to allow the board to auto create the discussion thread on new resource creation, but prevent users from visiting the resource discussion forum...
