Send DM to admin

Some who register with VPN or TOR end up in spam that the admin must approve. Many of those who end up in spam who use VPN or TOR are real users. Is it possible for users who end up in a situation where the admin has to approve manually instead of asking them to send DM to get their account activated? Because when a user ends up in "spam", they can not send DM.
