Smooth out Quick Forge buff

Quick Forge currently gives a base 10% forge time reduction and +0.5% per level, but level 20 jumps to 30% - making it 10.5%, 11%, ..., 19.5%, 30%.
I would suggest smoothing this out so that the bonus is simply +1% per level - making it 11%, 12%, ... 29%, 30%.

The highest level would still give the exact same reduction, but there wouldn't be an awkward jump that is not seen anywhere else in HOTM.

(Yes, starting at 11% is a bit ugly, but 10.5% isn't a lot better either, and there...
