Solution to Stop Use of Saved Hotbars in Freebuilds

[Most] Freebuild owners know how big of a pain the saved hotbars can be in later versions. Saved hotbars is a feature which allows players to, well, save their hotbar. This, however, can be an issue, especially since players can get glitched and "-Redacted-" items from it, which can end up ruining stuff. However, there is a solution that I came up with to prevent players to access the saved hotbars, but it is a very limiting solution.
