Specify Dropped Item Action Lifetime Duration

By cancelling the "player pick up item" event for specific items and dropping said item within the Housing map, a particle-like system can be emulated. This is a really interesting way of delegating player feedback for actions, such as dropping blood (redstone dust) on player damage, spraying out emeralds when a faux totem of undying is used, or creating a bunch of diamonds when a player wins a big prize.
