Stop asking for feathers refund for Hellfire and Inferno rods

1. Attribute levels do not contribute toward refunded feathers amount, therefore 10 10 or whatever levels are not reasons to validate. This is a thing to make the refunding system consistent.
2. Due to the 1. above, we can easily understand that it has to be done to prevent people from abusing it by crafting 1 1 Hellfire Rods, granting cheap feathers and low loss (you can easily resell clean hellfire rods, they are still worth something).
