Sword where you deal True damage

The idea is to add a melee weapon where you deal true damage. The ability of the weapon would replace your melee attacks with percentage-dealing true damage.
I have no idea what weapon so I made my own.

I have no idea if it is balanced, nor even the obtainment. If you have 220 Damage, for example, you would deal 2.2% of the enemy max Health as melee true damage.
