T7 Enchants Further Balancing

I have made a post about this in the past, but now since we're actually now discussing this in Alpha I will rewrite what I wrote previously with the feedback I got.

T7 enchants must have a source outside of the Experiment Table and players must have the option to grind the enchant they desire. The whole purpose of this post/feedback is no enchant should be locked to the table.
