the emerald blade nerf was not needed

recently, 15h was able to cheese the newly added blaze slayer(currently on alpha) with a 16b purse and an em blade. The admins responded by making the damage reduction of the hellion shield 99% instead of 90%, BUT also capped em blade at 2b?? like just changing the hellion shield itself would be a good enough change, that renders em blade useless against blaze slayer anyway. There was no need to add a 2b cap to it.
