Thread Starter moderator permissions

Is there a way to give moderator permissions at the thread level? Let's say you want the thread starter to be able to delete replies by others and ban thread replies for certain users, but only in threads they started, and only allow them to do this in a specific forum. Is that possible? I can only find permissions for this at the node level, but I don't want them to be able to delete replies from threads started by others in a node.
