Trouble with purchasing ranks

I cant buy a rank. After i chekout and put all my -Redacted- info it declines the authentication code and pin that i put and idk what to do.
i put the authentication code that it sends me and my pin and it still decline. i did it 5 time by now and its always the same. Can someone help ? below is what it says
