User group settings take precedence over Board is active

If you wish to run a private forum and set these permissions for Unregistered / Unconfirmed while the Board is inactive:



You get hit with the "Must login" to view content while the board is inactive. Even though the board is inactive, it still allows you to login, only to be faced with the board is inactive message as opposed to what should be seen, the board is inactive message from the beginning.

Seems more like a bug to me, and that Board is active should take precedence...
